Do I need an amp or a pre amp for a cheapy talkback system?

Okay, I have two signals, one mono and one stereo. The stereo signal is coming from a video source (powered) down rca cables into a non-powered mixer (presumeably at line level). I need to mix the mic sound in with it at roughly the same level (so the guy who can hear the stereo signal can also hear the other guy outside a sound booth talking to him (cheapy talkback).

My question is whether I will need a mic preamp between the mic and mixer? and whether the person wearing the headphones will be able to hear both sound sources or will there need to be another amp on the other side to bring it up from line level to something more in line with headphones?

Being it is a passive mixer, yes, it will need a preamp at the microphone input to the mixer. At the other end, you may need a headphone amp.

An active mixer that has mic input(s) will have a preamp for it.
